As a general rule, transfers either within a country or to another country are discouraged because they are costly and disruptive to programs. However, when there are valid programmatic reasons, a CD may seek a transfer for a Trainee or Volunteer. Transfers are approved only when it appears that the Volunteer will be highly successful in the new assignment. For this reason, and because they often entail an extension of service and additional training, transfers are rare.

Transfers within one country are subject to the approval of the CD. Transfers or extensions to another country must meet with the approval of the CD, Peace Corps/Washington, and the CD in the host country receiving the transfer Volunteer. Similarly, both the originating and receiving PCMOs must medically approved the Trainee or Volunteer for transfer. Trainees and Volunteers may not travel to Peace Corps/Washington to seek a transfer. There is no appeal process for denial of a transfer.
